Tata Electronics signs seven MoUs at Semicon India to build out the Dholera chip ecosystem
Deals with Nexperia, Fujifilm, JSR, BESI, SCL, Ascendas First Space and Gati Shakti Vishwavidyalaya span wafer fabrication, materials, packaging, talent and a 363-acre supplier vendor park in Dholera.

At Semicon India 2026, Tata Electronics announced seven Memorandums of Understanding (MoUs) with global technology companies, Indian institutions and infrastructure partners. The agreements aim to strengthen the supply chain for its facilities in Gujarat and Assam, localise critical materials and develop specialised skills. Four of them are tied directly to the company's fab in Dholera.
MoUs are not immediate revenue-generating contracts. Tata Electronics CEO and MD Dr Randhir Thakur described them as "mutual operational commitments" that lay the groundwork for long-term manufacturing, technology collaboration and ecosystem development.
"These MoUs mean a lot to us. They are measured in terms of the commitment, starting the work, in some cases the development, in other cases providing the infrastructure and getting engaged. So the value part comes much later," Thakur said on the sidelines of the event.
The Dholera deals
Ascendas First Space: a 363-acre vendor park. Tata Electronics will develop a 363-acre vendor park in Dholera with Ascendas First Space. It is meant to host suppliers of equipment, materials and services for the fab, cut logistics lead times, and create a clustered semiconductor ecosystem similar to those in Taiwan, South Korea and Singapore.
Nexperia: MOSFET production. The Netherlands-based company and Tata are preparing to produce Nexperia's MOSFET portfolio at Tata's upcoming 300 mm fab in Dholera. They will also work together on assembly and test of Nexperia's discrete products at Tata's packaging facility in Jagiroad, Assam, and on technology and ecosystem development.
Fujifilm: materials made in Dholera. Fujifilm will develop and supply advanced semiconductor materials tailored for the Dholera fab, localise critical raw materials, and support Indian chemical manufacturers with technology, quality assurance and process know-how. It plans to invest around ₹800 crore ($83 million) in a semiconductor materials plant, built in phases, in the Dholera Special Investment Region.
JSR Corporation: photoresists. JSR will supply photoresists and advanced chemicals for the Dholera fab. Photoresists are among the most critical and technology-intensive materials in chip manufacturing.
"Our strategic partnership with Fujifilm marks an important step in strengthening the semiconductor materials supply chain for our Dholera Fab," Thakur said. "This will go a long way in building the foundation for a secure semiconductor value chain serving customers in India and around the world."
The rest of the package
BESI: advanced packaging capabilities at Jagiroad, with technical collaboration, equipment roadmap planning and specialised training for Tata employees.
Semi-Conductor Laboratory (SCL): a tie-up with India's only Integrated Device Manufacturing facility, under MeitY, covering chip design services for government and startup projects, technology node enablement, supply-chain localisation and workforce skilling.
Gati Shakti Vishwavidyalaya: with L&T EduTech and Jacobs Solutions, curriculum development, joint certifications and skilling in semiconductor facility engineering, project management and logistics for fab construction and operations.
Scale and execution
Tata's Dholera fab alone is an $11 billion project, with a total of $14 billion committed across the Dholera and Jagiroad facilities.
"Many of the MoUs are from our partners. They are in Europe, Japan, and Malaysia, and Singapore, and they come through as part of our critical ecosystem because our factories will use 400-plus different suppliers from across the globe," Thakur said. He added that Tata Electronics is scaling across eight domestic sites covering fabs, electronics manufacturing and packaging, and that the focus now is on execution.
