The first hard evidence of Dholera moving from master plan to construction came in 2020: trunk infrastructure across the 22.54 sq km activation area — the arterial roads, water and sewage lines, power and ICT ducts — and the start of construction on the solar park's first 300 MW phase.
The activation area is the proving ground: the slice of the 920 sq km region where the development-control plan gets built and tested first.
None of it is glamorous, but it is the part that has to come before everything else. By 2022 the activation area's trunk network was largely in place and the first solar phase was generating.
